Olaf answers the two things Quinn does best, and the numbers reflect it: 42.0% for Quinn across 143 games on patch 16.13.1.

The first answer is Reckless Swing. It deals true damage at a health cost that is refunded when the target dies, and as spell damage it ignores a blind completely, since Blinding Assault only removes basic attacks. The second is Ragnarok, which passively adds armor and magic resist and, once activated, makes Olaf immune to disables for as long as he keeps attacking. The slow attached to Vault and the disruption Quinn normally sells stop being reliable at precisely the moment she needs them. Undertow covers the approach by reducing armor and move speed along the axe path, and Berserker Rage hands him more attack speed and life steal the lower his health drops.
