His kit is the second issue. Subject: Disaster, Subject: Serenity and Subject: Torment each replace his abilities with a different set, so every output is a two-step input, and Signature of the Visionary only pays out when a second damaging spell completes the mark. That is a great deal of process against a champion whose engage is a dash leaving a phantom that returns and stuns everyone along its path, and whose finisher blinks to a wounded target and can immediately be cast again. A difficulty rating of 9 against Pyke’s 7 measures the same problem from the other direction.

Hwei is not defenceless. His damage is mixed rather than purely magic, Spiraling Despair slows and damages everything around the first champion struck, and his controlling set exists to keep melee threats away from his 550-unit comfort zone. But he has no dash and moves at 330, matching Pyke exactly, so a camouflaged approach under Ghostwater Dive closes the gap without warning. Hwei reaches 100.9 armor by level 18, which arrives far too late to change the pattern.
